How we rate safety
Every country and city on Safe for Jews has one safety level for Jewish and Israeli travelers. This page explains what each level means and how it is decided.
What the levels mean
- Safe
- No recent antisemitic incidents of concern and no elevated Israeli government warning. Normal precautions apply.
- Caution
- Some hostility or isolated incidents, or an Israeli government advisory to be careful. Stay alert and keep a low profile where it matters.
- Warning
- Recent targeted or violent antisemitic incidents, or an elevated Israeli government warning. Plan carefully and follow local guidance.
- Dangerous
- The Israeli government advises against travel. We only use this level when the official warning says so.
- No Data
- Not enough reliable information yet to assign a level.
How a level is decided
- Every day we collect news from tens of thousands of sources worldwide and use AI to identify and classify antisemitic incidents, hostility toward Israelis and Jews, protests, and government actions.
- We check each country's Israeli National Security Council (מל"ל) travel warning. When the official warning is more severe than what the news shows, the official warning wins.
- When the news is worse than the official warning, the incidents win: multiple violent or targeted antisemitic incidents in the last 30 days mean at least "Warning", even if the official status only says to be cautious.
- Only real-world events count. Online hate speech and social media noise do not change a level.
- Large countries are not judged by a single local event. Cities start from their country's level and move up or down based on local incidents.
Sources
Mainstream and reputable news outlets, Israeli NSC (מל"ל) travel warnings, and community reports, which are reviewed before they are published. Each incident on the site links back to its source where one is available.
Limits and corrections
Levels are produced with the help of AI and can be wrong or out of date. They complement, not replace, official travel advisories. If you spot a mistake, email [email protected] and we will review it.
